Welfare has a very racist, not so hidden past in America. In the early 20th century mothers’ pensions helped cover the care of children if the father died. This assistance was for widowed white mothers, not unmarried white mothers and definitely not Black mothers. As time went on and more programs were developed, these too aimed to exclude Black people.
Yet, welfare is often stereotyped as something for poor Black people. Ronald Reagan had a little something to do with that stereotype. Samuel joins us now to discuss this.
